Dr. Ozan Balık, who was born in Adana in 1975, started studying Electronic Engineering at İstanbul University after graduating from Adana Karşıyaka High School. During his studying he had to go through a couple of operations that made him realize his enthusiasm for practicing surgery. To be able to say “don’t worry, patient will be safe in the operation room” to patient relatives one day, he stopped studying electronic engineering, and started studying medicine at Çukurova University Medicine Faculty in 1993. Since the first semester of his medicine training, he spent all of his spare times in the operation rooms in order to improve his surgical skills. After graduating from Çukurova University Medicine Faculty, he worked at Viranşehir State Hospital in 1999-2000, and at Göztepe SSK (Social Insurance Authority) Hospital Anesthesia and Reanimation Services. Later, in 2002 he started studying Plastic, Reconstructive and Esthetics Surgery at Dokuz Eylül University in İzmir. During his studying he majored in his specialty reconstructive microsurgery and testified that “Reverse End-to Side Nerve Repair” can be used in peripheral nerve injuries as well. He published his work, which is also his dissertation, in Annals of Plastic Surgery (A Successful Neurotization of Two Different Muscles Using a Single Intact Motor Nerve). In 2008 he was granted with his National Board Certification by Turkish Plastic, Reconstructive and Esthetic Surgery Association. In 2008-2009 he worked as Plastic Surgery Clinic Chief in Edirne State Hospital. Dr. Ozan Balık has been continuing his services and works in his Private Clinic since 2010 in İstanbul. He continues working on “Bilaminar Face-Lifts and Structural Rhinoplasty Surgeries” by bringing computer based 3D modelling in compliance with facial plastic surgeries. He is also interested in oil painting, scribbling novels as novice writer, and biomechanical device designing.

Rıfat Rasier graduated from Cerrahpaşa medical school in 2004. During his medical education and specialization in ophthalmology, he attended Lousiana State University School of Medicine in the United States, Stadtisches Klinikum Kemperhof Koblenz in Germany and The Western Eye Hospital, Imperial College in England. In 2007, he received the equivalence for the Faculty of Medicine from the General Medical Council of England and became a doctor with Full Medical Registration in England. Along with his ophthalmology education, he completed master program in Boğaziçi University Biomedical Engineering in 2009. Continuing its development in its branch without slowing down, Rasier completed his specialization in Ophthalmology at Bilim University in 2010. – He completed his compulsory service at Kırklareli state hospital in 2012. – He received the title of “Associate Professor” in the Department of Ophthalmology in 2016. He completed his PhD at Boğaziçi University Biomedical Engineering Department with an average of 4.0 in 2017. Rıfat Rasier, as a result of his studies at the Biomedical Engineering Laboratory of Boğaziçi University, has developed a procedure that allows the incisions required in the transparent layer of the eye during the cataract surgery to be laser-welded at the end of the operation, and thus to close the operated incision. In today’s cataract operations, incisions are left open or sutured at the end of the operation. With laser tissue welding experiments, positive results were obtained in the laser closure procedure without any stitches in cataract surgery. Thanks to this system, it was ensured to be closed by welding of 2 millimeters of remote with a special wavelength without touching the tissue. Without suturing to the eye, the incision was closed with the help of a laser, and the risk of infection was reduced in the operation as well as the operation time was shortened. This work of Rıfat Rasier was published into an international book under the name Infrared lasers for corneas tissue welding. I was born in Istanbul in 1965. I graduated from Uludag University Faculty of Medicine in 1989. Between 1989 and 1991, I worked as the Head of the Health Group in the Mutki district of Bitlis. As Deputy Health Director, I took part in Inpatient Treatment Institutions licensing and Quality Studies. In 2004, I was appointed to Balıkesir State Hospital as the assistant chief physician. Since 2008, I have worked in the Ministry of Health Central organization, in departments such as the school of sanitation and the general directorate of health information systems, most recently I worked as the MHRS coordinator and retired in 2014. In 1999, I worked as the Quality System Assurance of the Volkswagen dealer, where I worked as an On-Site Physician. became. I gave trainings on Total Quality Management and Quality Systems. By completing the four-year training and auditing requirements of the European Organization for Quality in 2003, E.O.Q. I received the titles of Quality Auditor and Expert (Quality Auditor and Specialist) and TSE Quality Inspector. I worked within the scope of the EU project in the establishment of the Cancer Early Diagnosis and Training Center within the State Hospital in Balıkesir, I took part as a practitioner certified physician. I participated in studies in the implementation and regulation preparation groups on the subjects of Total Quality Management, Ministry of Health Quality Criteria and Accreditation for Inpatient Treatment Institutions of the Ministry of Health. I provided consultancy on behalf of the ministry in Total Quality Management and Accreditation in Health, participated in cross-provincial audits on behalf of the Department of Performance Management and Quality Improvement of the Ministry of Health, and worked as an auditor and quality expert within the scope of EA38 in Quality Management System Audits. As the founder and coordinator of the Central Hospital Appointment System of the Ministry of Health during the years 2010-2012, I managed all the operational procedures, controls and implementation phases of MHRS. While working in the Ministry, I started to receive training in the fields of Traditional and Complementary Medicine. Since my retirement, in ADEMER company, which I am the founder of; In the field of Holistic Medicine and Health; I continue my education, consultancy and quality studies and I continue to apply national and international complementary medicine methods in the GETAT unit I opened in Istanbul.
